mason for DEBIAN

Several changes from the stock mason distribution:

 - Debianized; the stock distribution is heavily Red Hat-biased.
 - The startup script has been taken over by the packaging system, as
   it should be on Debian.
 - New manpage.  Hopefully, this will be incorporated into the
   standard distribution.
